Can Multiple People at One Address Qualify?

Yes, sometimes. If people at the same address are economically independent — meaning they have separate incomes and don't share expenses — they may each be considered a separate household. Common examples:

• Roommates who split rent but have separate finances
• Adult children living with parents but financially independent
• Multiple families sharing a multi-unit building
